This report looks at how transport‑related social exclusion affects young people aged 16 to 29 in rural areas across the North. Our research shows exclusion is increasing, particularly in rural and coastal communities. We use real experiences to show how transport affects access to work, education and everyday life. The findings will support local decision‑making and future updates to our exclusion tool.
Phase 2 builds on Phase 1 and focuses on three areas that can limit transport investment in the North: travel time impacts, job creation and housing growth. It shows where current appraisal methods do not fully reflect northern conditions and provides practical ways to strengthen business cases.
