Biography

Gary brings almost 25 years’ experience across the public sector, including Transport for the North and Transport Scotland. He has led work on rail policy, service delivery and major partnerships at a national and regional level.


He has led the Rail North Partnership (RNP) since 2017. This is how leaders across the North work with the Secretary of State to manage Northern and TransPennine Express services. The partnership sets what services should look like, how much they cost and how they perform. Together, these services carry more than 120 million passenger journeys each year and are vital to the North’s economy.


Before this, Gary worked at Transport Scotland. There, he helped shape the devolution of rail powers, which has supported long-term investment and improvements to Scotland’s Railway. This experience helps him support the North’s leaders as their role in shaping rail services grows, alongside wider national reform.


Gary started his career as a lawyer. He uses that commercial and contracts experience to work with operators and partners, making sure services deliver value for money and real benefits for passengers and taxpayers.


He leads the Rail North Partnership day to day, focusing on improving performance, managing major investment and keeping services running for passengers. He works closely with government, operators and regional partners to deliver better rail services and support economic growth across the North.
