Joanne Barclay

Joanne is a qualified solicitor with more than 20 years’ experience in the public sector. She specialises in public and administrative law, as well as commercial, procurement, employment and information law.

Before joining Transport for the North, she held a number of senior legal roles, including Acting Chief Solicitor and Principal Solicitor, as well as serving as a Data Protection Officer. She has wide experience advising public bodies on complex legal and governance issues.

Joanne joined Transport for the North in September 2023 as Senior Solicitor and Deputy Monitoring Officer. She provides clear, practical legal advice to support decision-making and ensure the organisation meets its statutory and governance responsibilities.

She is a trusted adviser to senior leaders and members, helping to manage risk, support good governance and enable the organisation to deliver its priorities. She is committed to finding straightforward, effective solutions that support collaboration and good outcomes across the North.
