Biography

Rachel joined Transport for the North in 2023 as Head of Strategy and was appointed Strategy Director in 2025.


She brings experience from across local and regional government, including roles at Transport for the South East, Surrey County Council and Tees Valley Combined Authority, where she worked on economic growth and strategic planning.


She leads the organisation’s strategy function, including the development and delivery of the TfN Offer, helping to share data and evidence that supports progress on economic growth, decarbonisation and social inclusion across the North. She also has oversight of Corporate Services, including Communications and Engagement, Legal & Democratic Services and Transport Analysis, Modelling and Economics (TAME).
